Governing--institutions making their own rules to keep themselves in balance with their environments, which includes other institutions working toward viability as well.
Governing can be made much easier and more effective. For elected officials it can be done in a way that increases tenure. The simple rule is the rule of development. It is a rule about attention.
The governor must pay attention to three levels at all times. The governor must never make a decision without deep awareness of three levels. The level in focus—the level of your decision making power (your mandate) plus the level above or outside or next larger sphere plus the level below or inside or the next more granular level—the level of your constituents or constituent parts.
It may be tempting to think that one only needs to pay attention to a particular set of three levels, but any managerial level is involved in multiple systems and it is the adjacencies of each one of these multiple system that matter.

Lack of clarity about the integrity of systems (sets of intersecting nested recursions) causes disease and sometimes death of the organism. Death simply means a limit state of sufficient lack of fit within its multidimensional environment or ecosystem.
