Interestingly I found only one neighborhood function that seems to require local **government**, and that is

There are a few of functions that may best be managed **private**ly, though I suggest looking for alternatives to private approaches: * Aliveness of Housing * Quality of Net Zero Energy * Aliveness of Garbage * Aliveness of Sewer
It seems obvious that the category "**Publicly Traded**" is not a locally controlled form of governance.
