Use Excess Variety EV and graphs. Excess Variety is that variety (complexity) that you cannot decide upon, choices you cannot make, for any reason. The reason Metasystems even exist is because the interactions of the parts creates the dynamic emergent capacity to manage variety that the parts alone are in Lesser combinations could never manage. So the reason that the parts or subsystems made of parts, can pass excesses of variety (unsolvable problems) up to the level above is because that ability to make decisions and take care of complexity uses the very dynamic emergent property of the interactions of the parts themselves. I met a Metasystem of Ideals, a Systems of Values, and {Subsystems of Goals]]--each of which have Subsystems of Programs, Projects, and Processes. And there are Mental Systems of Ideas at every geographic and political recursion.
The idea of a Semilattice or Polycentric Governance makes it clear that these are not organized as strict hierarchical recursions. These are not true Russian dolls. They’re similar to Russian dolls but with a lot more choices.
