As I recall there was a full time staff of 25 for a health system with around 12,000 employees for a population of 350,000. If we took the development of a community like Columbia Valley, with 5000 residents, that by a bake of the envelope approximation you might consider two full time staff. That could catalyze a lot of innovation with proper tools and methods.
