Elinor Ostrom studied decision making and governance in civil society for decades. She was joined by many other researchers exploring the conditions for success of institutions that form and operate outside of governments and private enterprises. This work is ongoing and is supported by the Ostrom Workshop at Indiana University
Civil society is the space before, outside of and beyond private enterprises and governments. Her 2009 Nobel lecture is entitled, "Beyond Markets and States ."
We will participate in **Collective Action Research** in association with IU Ostrom Workshop. We will focus on neighborhood level common pool resource management resilience and viability.
Specifically, when appropriate and as a byproduct of supporting neighborhoods with tools and methods, we will enable neighborhoods to tag their work so the it can be analyzed using the Ostrom Workshop's Institutional Analysis and Development (IAD ) framework.
Additionally, the survey data that is generated will be analysed for measurability using Rasch Modeling and WinStep.
The combination of the IAD framework and sociometric measurements can increase the precision and advance the science of cooperation at neighborhood level across cultures and continents.
