I use the world "particular" to suggest that requisite variety is available to local problem solvers. This means that local people can often have mental models which fit (are as complex as) the situations of interest (relevant systems) at local scale.

Particular people in particular settings talk and invent particular solutions. They memorialize what they learn into mores, culture, rules, laws and governments.

Civil society, governments and businesses are all human organizations, human inventions, and they thrive only through human participation.

For me, civil society is people, each-and-every-one, making local decisions, alone or together, to get through their particular days and lives.

For me, government is decision-making to benefit the whole of a group or a society within a geographic boundary.

Business is decision-making to benefit fewer than all--it excludes many from accessing the resources and from the benefits of a group's collective action.
