In AIC, control is the domain of applying resources to goals to reach outcomes.
Control is the science and application of Cybernetics, both first and second order cybernetics, meaning both machines and society (the so called soft systems science). There is a huge literature on aspects of this field.
Control involves accumulating the resources and influential relationships required to reach specific goals. There are programs, projects, processes that yield goods and services, or improvements in goods or services. This is old fashion problem solving or business development.
For neighborhoods we are talking about programs, projects, processes, products, services, and all the necessary organization (structure) and feedbacks (homeostatic communication loops--conversations) that enable neighborhoods to accomplish these functions together.
