**What are you trying to do?** Create growth or downsize? Reach a target or control or stabilize a process? One must design or at least use reinforcing loops for growth. One must use balancing loops to keep systems performing within limits. One can influence reinforcing loops by adding an opposing variable when needed.

What are your **Targets**? These will likely be “Input Dangles.” What are your **Results**? These will likely be “Output Dangles.”

* Make a list of your targets and results.

* Make a list of everything under your control that can help close target gaps and create results.

* Make notes on known time delays (lags) in the system. Then give the system time to change. Otherwise you will be “tampering” with the system in the language of statistical process control. That creates oscillations and reduces quality.
